Weston Select Board declares Layla a dangerous dog, orders muzzle and training

WESTON — March 23, 2021 — Weston declares dog dangerous, advances $88M budget and Liberty Mutual housing swap. The Select Board voted 3-0 to find Kelly Murphy's dog Layla a dangerous dog under MGL Chapter 140, citing "at least two" aggressive incidents including an off-leash attack in which Layla bit a woman walking another dog. The board ordered the dog muzzled, restrained on a leash of at least 300 pounds tensile strength and no longer than three feet held by "a responsible adult capable of controlling the dog," and enrolled in a minimum eight-hour professional training program; the muzzle may be lifted only on the trainer's written recommendation to Animal Control Officer Karen O'Reilly. The board also referred two new zoning amendments to the Planning Board enabling a land swap with Greatland Realty Partners for roughly two acres of affordable rental housing near Park Road, targeting 25 percent affordability. Town Manager Leon presented a $88 million FY22 budget — a 2.65 percent increase — that fully funds the $2.225 million OPEB contribution after last year's pandemic-driven cut. Annual Town Meeting is scheduled outdoors May 15.
