Weston CPC Sets Fall Application Deadline, Rejects Formal Annual Spending Cap

WESTON — July 9, 2024 — Weston's Community Preservation Committee held a strategy session July 9, forgoing project reviews to examine finances and fall procedures. Chair Glenn Butcher reported a current cash balance of $5.6 million against $10.3 million in debt, with annual allocations having risen from a 10-year average of $1.4 million to roughly $2.1 million — nearly matching the committee's $3.1 million average annual revenue. The committee reviewed the May town meeting, where three of four articles passed for a combined $1.7 million in new allocations; the Central Cemetery entrance restoration failed, with members concluding the engineering department proponent had not built sufficient public support. Member William "Bill" Connolly argued spending should be a priority over accumulation, saying the fund exists "to spend what it takes in every year." The committee set a September 10 application deadline and an October 21 public hearing vote for the fall cycle, agreed to pursue an in-person primer session with Community Preservation Coalition Executive Director Stuart Sagamore, and decided to handle summer administrative needs by calling special public meetings rather than delegating authority to the chair.
