Weston ZBA approves 11 Willard Road special permit unanimously
WESTON — January 10, 2022 — Weston ZBA unanimously approves special permit for 11 Willard Road renovation. The board voted 3-0 to grant petitioner Joe Scaparata a special permit conditioned on the Jan. 7, 2022 landscape and architectural plans, after first resolving whether the project required a variance given prior relief in 1991 and 1994. Member Winifred Lee questioned the threshold, but Chair Jane Carlson and member Alan Rose said the Gale case allows intensifying existing nonconformities — lot area, 124.5-foot street frontage and rear side setback — under a special permit, while the 10.3-foot ridge increase to 192.6 feet stays under the bylaw. The permit bars flooring of two-story voids over the living and family rooms. Lee won a swap of several Eastern hemlocks for arborvitae over woolly adelgid concerns. Neighbors Corey Flashner and Andrew Schacht called the existing house "rundown" and "substandard, if not tenement looking."
