Weston CPC debates $50,000 recreation master plan funding, takes no vote

WESTON — September 17, 2018 — Weston's Community Preservation Committee debated a $50,000 Recreation Commission master plan request but took no vote at its September 17 meeting. Chair Glenn Butcher and members spent much of the session weighing whether the request could legally qualify as a town meeting project appropriation or must instead draw from the committee's administrative budget, which currently carries roughly $66,000 in uncommitted funds — an average of about $60,000 returned unused annually over the past five years. Staff research into 10 other Massachusetts towns found no clear statutory basis for a town meeting route; one Oak Bluffs official was quoted as saying the town "would not approve that now." Members also flagged large unspent CPA balances, including approximately $800,000 for Case Estates and $700,000 for Merriam Street construction, and discussed requiring future applicants to consult with the town manager on project timelines before submitting proposals. The only formal vote was unanimous approval of the August minutes.
