CPC hears revived Brook School Apartments expansion, design vote pushed to spring

WESTON — October 19, 2020 — Weston CPC hears revived Brook School Apartments expansion targeted for spring 2021 town meeting. The Elderly Housing Committee's Tom told the committee his board has reactivated the 14-unit Building E proposal, capped at that size by Title 5 septic limits, and now expects construction to run $6 million to $7 million — up about 25 percent from GNAP's 2018 estimate of $4.89 million to $5.68 million — plus 25 percent in soft costs. The EHC is targeting a roughly $500,000 two-phase design budget, with about $300,000 sought first for schematic and design development. Member Steven Wagner pressed on Weston-preference rules and phase sizing; the chair urged hiring a development consultant to firm up the pro forma, which Tom acknowledged is "pushing the limits of my expertise." Separately, Affordable Housing Trust representative Ken reported the Trust has accepted Habitat for Humanity's proposal for up to six affordable units at Zero Wellesley Street, with $950,000 in previously approved funds awaiting a KP Law opinion on eligibility. Updated CPA projections show a fund low of $1.16 million at the end of fiscal 2022.
