Conservation Commission opens Hanover 40B wetlands hearing, continues to Sept. 22

WESTON — August 18, 2020 — Weston Conservation Commission opens Hanover 40B wetlands hearing despite Open Meeting Law objections. Chair Joe Berman told residents the 21-day clock under 310 CMR 10.05 left the commission no choice on the Notice of Intent for the 321-bedroom project at 0, 518 and 540 South Ave., warning that inaction would hand jurisdiction to MassDEP. The applicant, Hanover RS Limited Partnership, proposes 18,690 square feet of new impervious area in the 100-foot buffer zone and an on-site wastewater plant discharging 38,000 gallons per day. Under pressure from member Josh Feinblum, manager Jonathan Buckman agreed to gate a contested eastern access drive as emergency-only. Hydrologist Scott Horsley, retained by Preserve Weston, told the commission the project misses Stormwater Standard 3 by roughly three times and that summer flow in the receiving stream would run "roughly nine parts wastewater and one part stream." The commission continued the hearing 7-0 to Sept. 22 at 8 p.m.
