Conservation Commission hires peer reviewer for complex 390 Highland delineation

WESTON — September 14, 2021 — Weston Conservation Commission hires Pat Garner to peer-review the 390 Highland Street wetland delineation. Acting Chair Rees Tulloss led the Sept. 14 meeting in place of absent Chair Joe; the commission voted 5-0 to retain Garner under M.G.L. Chapter 44, Section 53G with applicant Lise Revers paying the fee, then continued the ANRAD to Sept. 28. Conservation Administrator Jordan called the site "a difficult site to delineate" because of historic fill and excavation. Members also issued orders of conditions on septic-replacement NOIs at 449 Old North Avenue and 128 Rockport Road (both presented by Bill Doyle of Doyle Engineering) and on a renovation and addition at 44 Ripley Lane presented by Brian Nelson of MetroWest Engineering. Homeowner Peter Caro's 200-square-foot patio RDA at 1 Warren Place was continued to Sept. 28 after a dispute over whether an unnamed stream behind the property qualifies as a river under the Wetlands Protection Act; Caro argued the channel is a manmade ditch, but Jordan said it predates the 1996 Rivers Protection Act and triggers full riverfront jurisdiction.
