Weston ZBA continues 518 South Avenue 40B hearing to January 31

WESTON — January 18, 2022 — Weston ZBA hears dueling expert testimony on 518 South Avenue 40B stormwater plans. The Zoning Board of Appeals on January 18 took more than three hours of technical presentations on a proposed 200-unit Chapter 40B rental development by 518 South Avenue LLC, an affiliate of the Wayland-based Hanover Company, on 9.54 acres at 510, 518 and 540 South Avenue. Tetra Tech's Nate Scheel said the redesign delivers 19,000 cubic feet of recharge against a required 8,364 and meets all 10 MassDEP stormwater standards; Sanborn Head's Charlie Head defended a 213.1-foot groundwater starting elevation and a modeled 4.6-foot mound under the leaching field. Town peer reviewer Mark Bartlett of Professional Services Corporation, in a 75-comment January 12 memo, called the new bioswale emergency-access design something "we don't normally say" — "this is not good design." UNH hydrogeologist Matt Davis put the 80th-percentile seasonal high near 215 feet, roughly two feet above the applicant's figure. Wetland reviewer Patrick Garner flagged up to two feet of breakout into the intermittent stream. The board voted 3-0 to continue to January 31.
