Conservation Commission continues 71 Concord Road hearing to Aug. 4

WESTON — July 21, 2020 — Weston Conservation Commission continues 71 Concord Road hearing pending DEP guidance on after-the-fact septic. Engineer Ron Strossel of Oxbow Associates, representing owner Sandra May, presented a notice of intent that would relocate a garage from 14.9 feet to 17.2 feet from a wetland that drains to the Cambridge Reservoir, reducing 25-foot no-disturb impact from 139 to 63 square feet and adding a 1,350-square-foot upland restoration area with 24 shrubs. A septic system installed last year sits inside the 25-foot buffer of an Outstanding Resource Water and likely fails Title 5; Strossel is awaiting DEP guidance on a possible butyl rubber barrier. Chair Joe Berman said he saw "no reasonable alternatives" given zoning setbacks, while member Josh Feinblum argued it was not "worth fighting over 63 square feet when it's an improvement and there's mitigation." The commission voted unanimously to continue the hearing to Aug. 4 at 7:50 p.m. Earlier, members issued negative determinations for pool removal at 5 Warren Place, garage replacement at 709 Boston Post Road, invasive clearing at 500 Wellesley Street, and deadwood removal at 30 Chiltern Street, and amended the tree removal policy to add a written-waiver process.
