Conservation Commission continues 200-unit South Avenue 40B hearing to January

WESTON — December 1, 2020 — Weston Conservation Commission delays 200-unit South Avenue 40B decision to January over groundwater dispute. Chair Joe Berman continued the hearing on the five-story project proposed by Hanover Company and 518 South Ave LLC after the applicant's team and abutters' consultants offered dueling presentations on a wastewater treatment plant that would discharge 38,000 gallons per day. Hydrologist Scott Horsley told the commission the proposed discharge would be roughly 10 times the stream's 3,800-gallon-per-day summer base flow and that the applicant's mounding analysis was run at 80 percent of design capacity. Attorney Dan Hill argued the project may sit within 100 feet of a stream that has not been surveyed in that location. Independent peer reviewers Tom Houston and Patrick Garner have not finished their work; Garner will field-check the stream Thursday. Earlier in the meeting, commissioners issued an enforcement order for unpermitted patio work at 48 Bogle Street and re-signed an unrecorded 2012 order of conditions for 185 Winter Street.
