Weston ZBA continues 518 South Ave 40B hearing to Nov. 23 amid missing hydrology data

WESTON — October 13, 2021 — Weston ZBA pushes back on 180-unit pivot at 518 South Ave as hydrology data still missing. The board on Oct. 13 voted 3-0 to continue the Chapter 40B comprehensive permit hearing to Nov. 23, after Town Counsel John Witten told members the only application properly pending is the original 200-unit filing and that the two-page 180-unit plan "does not comply with even the basic low-bar requirements" of state Housing Appeals Committee regulations. Chair Jane Carlson said it was "not clear" how applicant 518 South Ave LLC reduced the project from 200 to 180 units before finishing its hydrologic studies. David Hall of the Hanover Company said wastewater generation would drop from 38,000 to 32,000 gallons per day under the smaller plan, and Hanover principal Jonathan Buckman agreed to grant the board a new 180-day extension running from the opening of the next substantive hearing once a complete civil, stormwater and MODFLOW package is submitted by Nov. 22. Traffic peer reviewer Robert Michaud reported the applicant's Route 30 sight lines meet minimum standards at 320 feet of intersection sight distance against a 315-foot requirement.
