Town Meeting Study Committee elects Hastings chair, charts participation-study course. The committee unanimously elected Ripley Hastings as Chair at its organizational meeting and agreed to meet bi-weekly starting July 20 in hybrid format. Members identified barriers to the three-to-six-percent
