Planning Board backs direction of ARC zoning compromise for 11 Hallett Hill

WESTON — February 5, 2020 — Weston Planning Board signals general support for active-adult cluster zoning aimed at 11 Hallett Hill. Board consultant and board member emeritus Alfred Adelot, working with town counsel Katie Laughlin and the Select Board, presented a framework that would create an Active Adult Residential Cluster as a subsection of the existing ARD bylaw, capped at three units per buildable acre on a parcel of two to four acres, with an affordable unit required above seven units and a 500-foot proximity requirement to a rail platform. Chair Leslie Glynn recused; the board elected Alicia Kramer as acting vice chair for the item. Laughlin said restoring affordability and documenting age-restricted housing need "are the types of public purposes that the courts would generally look to" against spot-zoning challenges. Members pushed back on a planned April special town meeting and on bypassing special-permit review for future ARC applications. Hearings are tentatively set for March 11 and March 25.
